Special Meeting
July 26, 2018
5:30 p.m.

The City Council meeting was called to order at 5:30 p.m. with Mayor Kurt Kruse presiding. The meeting was held in the Community Room due to the number of people expected to attend.

Present at Roll Call: Nate Samples, Val Chapman, Eric Ohrt, Dave Cook and Lane Shaver.

Other City Officials Present: City Clerk MaryJo Reese, Deputy City Clerk Deb Biegger, Public Safety Director Rick Tasler, Police Officers John Mackey and Bryan Olmstead, and City Attorney John Jordan

Councilperson Shaver stated he does not recognize Councilperson Chapman as a member as the Council and read a copy of her resignation letter. He demanded that Chapman be removed from the table. John Jordan asked several questions of the Mayor and the Council to determine if the resignation of Val Chapman was acted upon by the Mayor. He concluded that the resignation of Val Chapman was recognized as valid as the Mayor did accept her resignation. Val Chapman left the meeting at this time. Motion by Councilperson Ohrt to amend the agenda by striking item 5.) “Motion to Request Sheriff fill in for police Services and Supervise Department.” from the agenda. Seconded by Councilperson Cook.

Ayes: All Present                                                                 Motion Carried

Mayor Kruse asked for a motion to terminate the contract of Police Chief Rick Tasler. Jordan explained the protocol for voting on the matter requires a simple majority of the council vote. In the case of a tie, the Mayor cannot break the tie. Tasler stated his contract says there must be a 4-1 vote by the Council, however Tasler advised he does not have a copy of that contract for review by the city attorney. Councilperson Shaver read from the termination document and corresponding responses to some of the bullet points contained within the letter. He asked that the matter be tabled until further investigation can be done. Motion by Councilperson Ohrt, seconded by Councilperson Samples to table the termination of Rick Tasler. No vote was taken on this motion. Motion made by Councilperson Shaver, seconded by Councilperson Cook to not accept the termination letter prepared for Rick Tasler.

Ayes: All Present                                                                 Motion Carried

John Jordan stated the status of Rick Tasler’s contract remains unchanged at this time.

Motion by Councilperson Shaver, seconded by Councilperson Cook to adjourn the meeting at 5:52 p.m.
