Regular Meeting
December 14, 2017
6:30 p.m.

The Planning and Zoning regular meeting was called to order at 6:30 p.m. with Randy Dalton presiding.

Present at Roll Call: Randy Dalton, Deb Biegger, Becky Roorda, Ashley Neff, Adam Ostert, Kirk Sheehy, Paul Mills and Jason Suckut.  Denny Bernholtz arrived at 6:57 p.m.

Other’s Present: Andy Sheldahl, 613 S Green St, Madrid, IA

Motion by Mills, seconded by Roorda to approve the Planning & Zoning Meeting Minutes from November 9, 2017.
Ayes: All Present                                                                 Motion Carried

A request to review a building permit for 613 S Green was made by Safe Building.  The permit listed plans for an 8’ open deck on the front of the property that would encroach upon the front yard setbacks.  Members reviewed the application and determined as long as the railings and step rails conformed to code and that the post-hole requirements were met the permit for the deck is approved.

Motion by Sheehy, seconded by Mills to approve the building permit for 613 S Green.

Ayes: All Present                                                                 Motion Carried

Information regarding the rental ordinance was passed along from Mayor Ringgenberg.  He felt that instead of focusing solely on the rental ordinance, perhaps the City should have a housing or property ordinance in place first.  The City needs an ordinance that would allow us more functionality with regards to abandoned and dangerous buildings.  A discussion was held on the feasibility of adopting the International Property Maintenance Code 2015.  Roorda and Mills will be going through the 2015 property code and determining what parts fit well with the City of Madrid.  Biegger will facility a meeting with Mayor Ringgenberg and Council Person Chapman to have their questions with the process addressed.

The next Planning & Zoning Meeting has been scheduled for January 11, 2018 at 6:30 p.m.

Motion by Roorda, seconded by Ostert to adjourn the Planning and Zoning Meeting at 7:35 p.m.
