The Public Works Utility Worker will take direction and report to the Public Works Director. This position will perform a variety of semi-skilled and skilled technical and maintenance work in the operation of maintenance within the streets, parks, water and wastewater treatment facilities. This full-time position involves periodic weekends and holiday work.
Essential Duties and Responsibilities:
Maintains the streets, parks, water and wastewater treatment facilities, building maintenance and snow removal with in the city limits of Madrid.
Performs tasks involved in the maintenance and repairs of grounds, exterior/interior structures, building and related utilities, requiring the use of a variety of trade practices.
Monitors the performance of all equipment, gauges and charts in the water and/ or wastewater treatment plants, records statistical data concerning plant operations, repairs and replaces equipment as necessary; charts lab test results for trend analysis and maintain accurate records of analyses and test results. Maintains compliance with state and/or federal rules and regulations.
Performs required labor involved in construction and maintenance projects as part of crew, pavement cutting, ditch digging, line cleaning, main and pipe repair, laying and backfilling.
Assist in water/sewer operations with routine maintenance and upkeep tasks including, but not limited to, reading water meters, flushing fire hydrants, excavating leak sites, installing meters/meter pits, fixing water & sewer mains and operating machinery.
Maintains, operates and repairs pick-up trucks, dump trucks, tractors, backhoe, mowers and other city owned equipment.
As an essential employee, participation in snow removal, storm damage recovery and other disaster mitigation operations on behalf of the City which may result in emergency call-outs or extended and/or unusual work hours, is required.
Responding with in 30 mins for after hour emergencies is required.
Participation in on call rotation weekend schedule.
Adheres to all city policies, procedures and ordinances.
Performs other related duties as assigned by the public works director.
May perform portions of work of higher classified positions occasionally, as assigned.
May perform duties of similar complexity in any City department as required or assigned.
Position is subject to extreme (Hot or Cold) temperatures, contact with fuels, chemicals and potential contact with human or infectious waste; knowledge of proper use of hand and power tools; ability to work in confined spaces as well as at great heights.
Knowledge of reading/interpreting numbers and reading on scales, gauges and other monitoring devices.
Employees must be a United States citizen or otherwise eligible to be employed under the Immigration Reform and Control Act and provide documentation for completion of an I-9 form on first day of employment.
Employees must be fluent in reading, writing and speaking the English Language.
Employees are subject to post-incident drug and alcohol testing, as well as random drug and alcohol testing as required for risk management.
Direct Deposit of employee pay is required.
Employees are expected to demonstrate a standard of excellence in punctuality, productivity and positive workplace attitude.
Graduation from a high school education or GED equivalent and, preference will be given to post high school credits.
(3) years’ experience related to construction, highway/public works maintenance and repair
Valid Class B CDL with Air Brake endorsement or willing to obtain one within 30 days of acquiring the position.
Ability to obtain a valid State of Iowa Herbicide Certification within 18 months of acquiring the position.
Ability to obtain a valid State of Iowa Grade 1 water and wastewater certifications within 18 months of acquiring the position.
Ability to obtain a valid State of Iowa Grade 2 wastewater certification within 24 months of acquiring the position.
Ability to obtain a valid State of Iowa Grade 3 wastewater certification within 60 months of acquiring the position.
Maintain necessary CEU’s directly related to certifications and job duties.
All certifications and licenses must be met and maintained to continue employment with the City of Madrid.
The City shall pay for one-time fee and tuition, including normal daily salary, for all Water and Wastewater, Herbicide and CDL testing certifications, training or any other training issued by the State of Iowa.
Essential Physical Abilities/Work Environment:
To perform the essential functions of the job, incumbents must be able to perform the following: climbing, balancing, standing, walking, hearing/listening, and seeing/observing. Sedentary work: exerts up to 70lbs of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry push pull or otherwise move objects.

Employee will have a 6-month probation period, at any time during the probationary period, a newly hired or rehired employee may be terminated at the sole discretion of the public works director.
Work Schedule will be Mon-Fri 7:00am-3:30pm. (Paid Holidays)
Health and Life Insurance benefit package will be provided at no cost to employee (Union Contract -June 30-2020)
Vacation and Sick Leave are based upon the employee’s anniversary date of employment.
Starting Wage: $ 20.18 Bi-Weekly $ 1614.40 Annual $ 41974.40
Employees shall receive an additional twenty-five cents ($.25) per hour for obtaining each certification.
Employees receives 3% annual increase and up to an additional 2% based upon yearly evaluation of the Public Works Director. (Union Contract -June 30, 2020)
