Regular Meeting

December 16, 2019

5:30 p.m.

 

The City Council meeting was called to order at 5:30 p.m. with Mayor Pro Tem Lane Shaver presiding

 

Present at Roll Call: Nate Samples, Marvin Ostrander, Chuck Rigby and Lane Shaver. Steve Burich was absent.

 

Other City Officials Present: City Clerk Mary Jo Reese, Police Chief Rick Tasler, City Treasurer Don Fatka and Fire/EMS department member Randy Pecenka.

 

Motion by Councilperson Samples, second by Councilperson Rigby to approve the agenda for December 16, 2019 with the amendment to add under 7.) Department Reports, under a.) Public Works, add 2.) Request for Approval – Absolute Concrete – Pay App 5, – $106,572.60.

Ayes: Samples, Ostrander, Rigby, Shaver                         Motion Carried

 

No Councilmembers declared a conflict of interest.

 

Motion by Councilperson Rigby, second by Councilperson Ostrander to approve the City Council meeting minutes of December 7, 2019 and library meeting minutes of November 12, 2019 by consent agenda.

Ayes: Samples, Ostrander, Rigby, Shaver

 

Motion by Councilperson Samples, second by Councilperson Rigby to approve the claims for December 16, 2019 in the amount of $ 83,246.32.

Ayes: Samples, Ostrander, Rigby, Shaver                         Motion Carried

 

Joe Loonan of Alliant Energy addressed the Council to discuss the rebuild project of power lines which will begin in January and conclude by December 31, 2020.The project involves replacing overhead lines with upgraded above and underground lines.

 

Motion by Councilperson Samples, seconded by Councilperson Ostrander to set the date for a public hearing on January 20, 2020 at 5:30 p.m. for the SRF Environmental review. The SRF loan will be used for a drainage project in conjunction with the upcoming sewer plant upgrade.

Motion by Councilperson Samples, second by Ostrander to approve pay application #5 to Absolute Concrete in the amount of $106,572.60.

Ayes: Samples, Ostrander, Rigby, Shaver                         Motion Carried

 

Motion by Councilperson Rigby, second by Councilperson Samples to approve Resolution # 23-19-20, “Resolution Naming Appointments for the City of Madrid Until January 1, 2022.”

Ayes: Samples, Ostrander, Rigby, Shaver                         Motion Carried

 

Motion by Councilperson Samples, second by Councilperson Ostrander to approve Resolution # 25-19-20, “Resolution Setting a Public Hearing to Transfer City Owned Property.” The resolution sets a date of January 4, 2019 at 10:00 a.m. for public input on the proposed sale of the antique building and movie theatre building on West 2nd Street, which is currently owned by the City of Madrid. No formal agreement to sell the property has been signed by city officials.

Motion by Councilperson Samples, second by Councilperson Ostrander to approve Resolution # 26-19-20,” Resolution Authorizing and Approving a Loan Agreement, providing for the Issuance of a General Obligation Water Improvement Note and Providing for the Levy of Taxes to Pay the Same.” The resolution replaces Resolution # 24-19-20 which was approved at the City Council meeting on December 7, 2019. That resolution contained an error by the office of bond attorney John Danos in the repayment schedule of the 2019 water Go bond in the amount of $300,000.

The Council reviewed a thank you note received from Mark Schneider of the Iowa Arboretum thanking the Council for a recent donation of $800.

 

Councilmember Ostrander and Rigby commented on a recent Municipal Leadership class held by Iowa League of Cities, stating the program was very beneficial.

 

Councilmember Shaver commended the volunteers who rang the bells for the Salvation Army.

 

Motion by Councilperson Rigby, seconded by Councilperson Ostrander to adjourn the City Council meeting at 5:56 p.m.
